Guangdong Scheme

With effect from 1 April 2021, Social Welfare Department (SWD) appoints the New Home Association for processing of applications and provision of services for elderly persons applying for/receiving Social Security Payments in Guangdong for a period of 36 months. The information of the service is as follows:

Programme for Old Age Allowance recipients under the "Guangdong scheme"

Objectives

To carry out annual eligibility review on recipients of the Old Age Allowance (OAA) under Guangdong Scheme.

Whom We Serve
Elderly aged 70 or above who resides in Guangdong and receives the OAA under the Guangdong Scheme.

The Scope of Service

  • Assist applicants to complete application procedures and update information.
  • Each case will receive an annual review for its eligibility to continue receiving Old Age Allowance. A minimum of 20% of the cases will be reviewed by spot checks, while the remaining will receive postal reviews.
  • Identify and recommend to SWD a suitable appointee living in Guangdong to act on behalf of a mentally-unsound recipient who is unable to express his/her wishes.
  • Assist SWD in carrying out investigation into special cases under Guangdong Scheme to ensure accuracy of the information provided by the recipient.
  • Handling of enquiries and amendment reported by recipients or interested parties.
  • Arrange escort service – where a recipient has genuine need to travel between Guangdong and Hong Kong but cannot make the necessary arrangements on his/her own. Our Association will provide relevant information to the recipient or assist in arranging transport and escort services.


Programme For Old Age Living Allowance Recipients Under "Guangdong Scheme"

Objectives
To carry out annual eligibility review on recipients of the Old Age Living Allowance (OALA) under Guangdong Scheme so as to ascertain their continued eligibility for the allowance and to provide appropriate services to the recipients.

Whom We Serve
Elderly aged 65 or above who resides in Guangdong and receives the OALA under the Guangdong Scheme.

The Scope of Service

  • Assist the disable applicants to complete application procedures and update information.
  • Annual review of each case for its eligibility to continue receiving Old Age Living Allowance.

Programme For Portable Comprehensive Social Security Assistance

Objectives
New Home Association has been commissioned by Social Welfare Department to provide services for the elderly who have joined the Portable Comprehensive Social Security Assistance (PCSSA) Scheme.

Whom We Serve
The Scheme allows elderly PCSSA recipients who choose to take up residence in Guangdong Provinces to continue to receive their PCSSA payments.

The Scope of Service

  • Assist SWD in carrying out the review and investigation under PCSSA scheme to ensure accuracy of the information provided by the recipient.
  • Handling of enquiries and amendment reported by recipients or interested parties.
  • Each case will receive an annual review for its eligibility to continue receiving PCSSA payment. A minimum of 20% of the cases will be reviewed by spot checks, while the remaining will receive postal reviews.
  • Arrange escort service – where a recipient has genuine need to travel between Guangdong and Hong Kong but cannot make the necessary arrangements on his/her own. Our Association will provide relevant information to the recipient or assist in arranging transport and escort services.
  • Identify and recommend to SWD a suitable appointee living in Guangdong to act on behalf of a mentally-unsound recipient who is unable to express his/her wishes.
  • Handling of applications for burial grant from recipients' relatives who are Chinese residents.
